Border agencies' guidelines for use of force are under scrutiny

LOS ANGELES — The Department of Homeland Security is reviewing
guidelines for use of force by border agencies amid a sharp increase
in agent-involved killings along the U.S.-Mexico border.

The scrutiny of U.S. Customs and Border Protection enforcement
practices comes in response to a request by 16 members of Congress
who expressed concern over the death of a Mexican man who suffered a
fatal heart attack after being Tasered by a customs officer in 2010.

The review by Homeland Security's Office of Inspector General will
determine whether the incident at the San Ysidro port of entry in San
Diego reflected systemic brutality or use of excessive force, and
whether the rapid rise in staffing in recent years has affected
training.

Since 2010, at least 16 civilians have been killed by agents, many
during rock-throwing confrontations involving suspected smugglers.
Critics have grown increasingly vocal at rocks being met by bullets,
which they consider disproportionate force.

SAN DIEGO, Oct. 18. - Lawyers for Alejandrina Gisselle Guzman today
did not confirm whether the detained while trying to enter the United
States with another's legitimate visa but is actually the daughter of
Mexican drug lord Joaquin "El Chapo" Guzman.

"Neither the U.S. government nor the lawyers of Mrs. know if she is
the daughter of Joaquin Guzman, this is a version that federal agents
said on condition of anonymity" to U.S. media, told Notimex Guadalupe
Valencia defense attorney.

She added that she could face "a few months in prison" for trying to
enter the United States with a another's legitimate visa, at San
Ysidro, California, last week.

Valencia also said that the fact that Mexico's 32-year-old has a
seven-month pregnancy "is something the judge have to consider."

Jon Ronis, the other lawyer for Guzmán Salazar said doubt that "she
has said that she is the daughter of" El Chapo "Guzman" and agreed
with Valencia that this is a version that U.S. officials said on
condition of anonymity to U.S. media.

"The U.S. government has not submitted an official statement in which
she has said is the daughter (" Shorty ") nor any evidence that so
sure," said Ronis. "I do not deny it, but I can neither confirm," he
said.

The lawyers said that what is known so far is that his client, a
Mexican citizen, committed the crime of trying to enter the country
with a visa of another person.

A border agent said to the court that an electronic database
identified Guzmán Salazar database , but it was was never stipulated
that she is the daughter of Joaquin Guzman Loera.

The spokesman for the Federal Attorney in San Diego, Kelly Thorton,
declined to answer media requests. His only statement made last week,
was that the attorney does not know whether the drug lord's daughter.

The arrest of Gisselle Alejandrina Guzman Salazar immediately
triggered a controversy, of whether or not she was in fact the
daughter of notorious drug lord Joaquin "El Chapo" Guzman? Yesterday
the U.S. attorney's office said they could not confirm or deny this,
however, it has now been confirmed that she actually is the daughter
of the cartel leader, and not only that, but also with the news that
she was pregnant.

Prosecutors in San Diego, California revealed this information
through spokeswoman Debra Hartman, and informed that Guzman Salazar
was presented in federal court to face charges of submitting false
documents, and for trying to impersonate someone else when she
attempted to cross the border in San Ysidro-Tijuana.

Guzman Salazar's true identity was discovered by customs officers and
confirmed by running her fingerprints.

Defense lawyers Jan Ronis and Guadalupe Valencia, famous for
defending known drug traffickers, said that the female identified as
Gisselle Alejandrina Guzman Salazar, was seven months pregnant and is
a doctor in Guadalajara, and avoided further on commenting on her
relationship with "El Chapo ".

Alejandrina Guzman is a Mexican Citizen, who at the time of her
arrest said that her intent was to cross the border to meet with the
father of her unborn child and eventually give birth.

Officials said Guzman actually did have her own official documents,
but for whatever reason on this occasion used fake ones.

The lawyers mentioned that the defendant did not have a criminal
history, and may possibly be let go on bail.

Also the current wife of "El Chapo" Guzman, Emma Coronel previously
had traveled to the U.S. to give birth to her twins, but she did have
all their documents in order and is an American citizen.

Gisselle Alejandrina Guzman Salazar is the daughter of Maria
Alejandrina Hernandez Salazar, who was the first wife of "El Chapo".

Alejandrina Hernandez is also prohibited from entering the country as
well as the son Jesus Alfredo Guzmán Salazar, both considered key in
the Sinaloa cartel.

SAN DIEGO, 18 octubre.- Los abogados de Alejandrina Gisselle Guzmán
eludieron hoy confirmar si la detenida al tratar de ingresar a
Estados Unidos con una visa legítima pero ajena es en realidad hija
del capo mexicano Joaquín "El Chapo" Guzmán.

"Ni el gobierno de Estados Unidos ni los abogados de la señora
sabemos si ella es hija de Joaquín Guzmán; esa es una versión que
agentes federales dijeron a condición de anonimato" a medios
estadunidenses, dijo a Notimex el abogado defensor Guadalupe Valencia.

Añadió que la joven podría enfrentar "unos meses de prisión" por
tratar de ingresar a Estados Unidos con una visa legítima, pero
ajena, por la garita de San Ysidro, California, la semana pasada.

Valencia comentó también que el hecho de que la mexicana de 32 años
de edad tenga un embarazo de siete meses "es algo que tendrá que
considerar el juez".

Jon Ronis, el otro abogado de Guzmán Salazar, dijo dudar que "ella
haya dicho que es la hija de "El Chapo" Guzmán" y coincidió con
Valencia en que esa es una versión que oficiales estadunidenses
dijeron en condición de anonimato a medios estadunidenses.

"El gobierno de Estados Unidos no ha presentado una declaración
oficial en la que ella haya dicho que es la hija (de "El Chapo") ni
alguna evidencia que así lo compruebe", apuntó Ronis. "Yo no lo
niego, pero tampoco lo puedo confirmar", indicó.

Los abogados señalaron que lo que se sabe hasta ahora es que su
cliente, una ciudadana mexicana, cometió el delito de intentar entrar
al país con una visa de otra persona.

Un agente fronterizo comentó para la corte que un sistema electrónico
antidelictivo identificó a Guzmán Salazar en un banco de datos de
migración, pero la declaración nunca estipuló que fuera hija de
Joaquín Guzmán Loera.

La portavoz de la Procuraduría Federal en San Diego, Kelly Thorton,
se abstuvo de responder solicitudes de la prensa. Su única
declaración, hecha la semana pasada, fue que la procuraduría
desconoce si se trata de la hija del narcotraficante.
